A Bureau of Alcohol, Tobacco, Firearms and Explosives proposal would let some Federal Firearms Licensees cover multiple nearby properties with one license. Comments are due by midnight Eastern Time on August 4, 2026.

The proposed definition would include properties that touch, as well as properties that are near each other and adjoin the same parking lot, sidewalk or road. ATF gives two examples: locations directly across a road from one another, and separate storefronts in the same shopping center that share a parking lot. The FFL would need to own or lease the properties.

Properties miles apart on the same highway would not qualify merely because they adjoin that road. ATF says each application would still be evaluated on its facts, and properties would still have to be licensed. The proposal would clarify when one license is sufficient instead of requiring separate licenses or a variance.

This is a proposed rule, so it does not change the current definition yet. Comments can be filed under docket ATF-2026-0011 through the federal rulemaking portal.
