Oregon Initiative Petition 28 Misses Ballot Signature Threshold
Oregon Initiative Petition 28 will not appear on the Nov. 3, 2026 ballot after falling short of the required signature count, according to the National Shooting Sports Foundation. NSSF's July 27 announcement says the Oregon Secretary of State's Elections Division counted 104,262 valid signatures. The measure needed 117,173.
NSSF described the proposed People's Elimination of Animal Cruelty Exemptions Act as an effort to remove animal-cruelty-law exemptions used for hunting, trapping, fishing and livestock production. Missing the signature threshold means the proposal will not advance to a statewide vote this year. It is a failed 2026 ballot-qualification effort, not a court ruling or a law taking effect.
